Hm I'm not sure what could be happening - issues with scripts not loading in the application are typically a result of either a firewall blocking them or some other network issue. Try closing out of every instance of Prefect Cloud, going back to cloud.prefect.io, and performing a hard refresh to clear your browser cache (Shift + Refresh button in Google Chrome, might be a different hotkey in other browsers)
