how to start a flow run for deployment B from a flow run of deployment A and what is the rate limits there

Hey @puneet jindal you should be able to utilize the run deployments command to accomplish this, as for rate limits what usage are you expecting there, there aren't any additional rate limits applied beyond what already exists in this scenario.
