in prefect cloud 2.0 how do I get the PREFECT_API_URL for the k8's config?

This is a prefect 1 <https://docs.prefect.io/orchestration/agents/kubernetes.html#rbac|doc> but I think it shows what you need. You need to to add the permissions to spin up jobs to that default namespace
