Prefect Community

I'm getting a weird behavior - I can correctly fetch the secrets when running a flow locally - but when it's built on Github Actions - after a step correctly logs into prefect with auth, I get `ValueError: Local Secret "AWS_ACCOUNT_ID" was not found.`

You need the env var to pull the Secret from Cloud otherwise it defaults to local.
