Currently dealing with a Prefect management issue, our owner has had to leave the company and we no longer have access to the account, how would I go about transferring the owning account to an admin on the account, and removing the old owner?

The workspace id is `aa414159-cec6-4752-87e5-8ff294b446cc` and the user I would like to remove has handle`omicron50-irtok-expanse`  and replace the owner with the user with handle`theta5-ilari`
