Using Prefect 2 (2.20.18 or 2.20.25), when attempting to do `prefect deploy  --prefect-file <file> -n <deployment>` I am getting

```prefect.deployments.steps.core.StepExecutionError: Encountered error while running prefect_docker.deployments.steps.build_docker_image```
This worked perfectly fine 2 weeks ago.

This is a serious issue for us as it is blocking an urgent production update

work-around determined: had to re-install python on Windows 11, also move to different directory.

RCA still not complete - suspect #1 currently corporate permissions policy update
