I am seeing a message

> Work queue does not have any actively polling workers ready to execute work.
But can find no documentation on this.

hm. never mind.

Toggling the queue to paused then resume blocked it.

no idea why the queue became blocked (we have not updated this infra) but I speculate that <https://prefect.status.io/pages/incident/5f33ff702715c204c20d6da1/67a740b1125d5705cc98a30b|the issues hit by prefect over the weekend> may have contributed to the issue.
