I have a very basic question. What exactly is a "tenant" and how does the concept differ from a "user"?

The term is used in its own definition, so I'm not too clear on it:
&gt;  `TENANT`-scoped API tokens are used for long-lived programmatic access to a specific Cloud tenant. Unlike `USER` tokens, which can adopt any tenant membership the user has, `TENANT` tokens are fixed to a specific membership in a specific tenant. They adopt whatever permissions the user has in the tenant.
