Hey - I just ran a deploy of current, looks like 4200 is running, but 8080 is not.

This was happening to me because the `start_server.sh` script was looking for `PREFECT_SERVER__BASE_URL` which was not defined so the script would exit.  I just ran the last line in the script inside of the container to start nginx.
