Prefect Team when 3.0 is released will Streaming Events not be part of the self-hosted version?

Events in general (and the <https://github.com/PrefectHQ/prefect/blob/0effc16e6e5441d1dfe4d0149a9d14c3dd6613da/src/prefect/events/clients.py#L61|subscriber> for streaming them) are already in the rc versions of prefect 3 and will be in the GA release as well

no. the events subscriber is for subscribing to / streaming events from your prefect server 

Does the emit_event function work in self-hosted

yep! in prefect 3.x emit_event will emit an event to be captured by whichever server you’re pointing at (cloud or oss)
