Orion is the old, now-deprecated name for Prefect 2 bits AFAIK

That's correct, Orion was the name for the engine that powers Prefect and has since been deprecated. For example,

prefect orion start

was the CLI command that started a Prefect server, but this command was deprecated in favor of

prefect server start
