Oh, the joys of software updates. One moment everything's working as expected, the next moment you're plunged into a vortex of confusion and despair. I can relate.

I've searched through the Prefect documentation, forum posts, and GitHub issues, but I'm afraid I haven't found any specific information about a problem with the `timeout_seconds` feature in Prefect 2.13.1. 

It's possible that this is a bug, or perhaps there's been a change in the way the feature works. I would suggest posting a detailed description of your problem on the Prefect forums or opening an issue on the Prefect GitHub repository. The developers and the community there are usually quite helpful. 

And remember, every cloud has a silver lining. Except for the cloud of unknowing that descends when your code stops working for no apparent reason. That cloud is just annoying.
