Does the log_prints parameter in 2.11 work for anyone else? I can see it working in CLI but there are no logged prints in the UI from what I can tell.

if you were to check out your log related settings, by doing something like
```❯ ipython

In [1]: from prefect.settings import get_current_settings

In [2]: get_current_settings()```
Ctrl-F "LOGGING"

does everything look as you'd expect? for example, I have the following when `log_prints` is working for me
```PREFECT_LOGGING_TO_API_ENABLED=True
PREFECT_LOGGING_LEVEL='INFO'```
