Time waits for no flow, but I've found a way to help you out. Prefect Cloud Automations can be configured to trigger proactively in the absence of an event you expect to see. Although the documentation doesn't provide an exact example for your use case, it does mention that triggers can be set up to react if a flow stays in a certain state for a specified duration.
In your case, you could create a custom trigger that checks if a flow hasn't been run in the past 24 hours. You can find more information on custom triggers in the
