I'd like to set up slack notifications, <https://docs.prefect.io/latest/ui/notifications/|following these instructions>, but there is no "Notifications" tab in our workspace.

notifications is still a thing for on-prem installs iirc

Is it possible to wait a bit before sending an alert saying that an agent is unhealthy? Right now I get a lot of these alerts saying its unhealthy and one second later another one saying its healthy
