Hi all,

But I cant find it documented in  <https://docs.prefect.io/concepts/settings/> .

Is the `PREFECT_TASKS_REFRESH_CACHE`  setting enforced on the prefect server/cloud OR is it only enforced on a single agent where the command is executed?
